We are looking for highly qualified, self-motivated Protection and Emergency Response Manager to able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.
Who are we?
The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.
Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.
In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.
With a total of 450 national staff, 50 expatriate staff and an annual budget of USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Melut).
About the job
Protection is DRC’s core global mandate. DRC’s Protection activities include general protection moni-toring, prevention and response to SGBV, identification of and assistance to persons with specific needs (PWSN), rule of law and access to justice, protection mainstreaming, provision of dignity kits and other material assistance to vulnerable persons, and support for community based protection networks and mechanisms.
Due to the rapidly changing context of the conflict and the protection environment, and in line with DRC’s strategy to respond beyond the POC-Protection of Civilian-sites, DRC is stepping up its Emergency Response portfolio to be able to intervene in emerging situations as they arise. The Protection & Emergency response unit will deal with emergencies in general, but with a core focus on Protection Monitoring, coupled with protection NFI support. Based in Juba with frequent and impromptu travel to the field, the Protection & Emergency Response Manager (PERM) is under the direct supervision of the Protection Coordinator, also based in Juba, in close coordination with Program Coordinator, other sector Technical Coordinators and the Emergency FSL Manager. The Protection & Emergency Response Manager (PERM) shall be directly responsible for management of all activities of the Light/Mobile Protection &Emergency Response Team. The PERM supervises a core team of up to 5 staff. The PERM is responsible for starting up DRC’s emergency operations, intension surveys, and needs assessments in new areas of intervention in South Sudan.. The manager and the team are expected to frequently travel to these new or emerging areas of concern to conduct protection assessments or protection training, or distribute emergency life-saving assistance, or any other e relevant emergency response actions as per context. For this purpose, the position of the Protection Manager itself is roving, albeit based in Juba. The manager shall write or prepare reports of the output of the team which shall both be disseminated internally as well as used as basis for advocacy at the protection and other clusters for the purpose of alerting and rallying the support of other aid agencies and organizations.
RESPONSIBILITIES AND TASKS
To achieve the objectives of the position, the Protection and Emergency Response Manager will (PERM) perform the following functions:
Programming:
- Supervise Emergency Response activities , with a greater focus on population movement monitoring, information management, coordination, community engagement, community services, NFI distribution and advocacy
- Conduct assessments to identify gaps in service provision to IDPs living outside POC sites, proactively reporting those gaps through established coordination mechanisms
- Conduct surveys and assessments in new areas to determine protection programming needs and program expansion and produce and disseminate survey/ assessment reports in a timely manner. He/she shall be ultimately responsible for all preparatory activities (logistics, security coordination, program materials) prior to deploying himself/herself and the team to the field.
- Plan and conduct targeted NFI distributions as per assessed needs and in liaison with Technical Coordinators.
- Contribute to the strategic directions of DRC Protection Sector and of the DRC SS Country mission through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
- Ensure synergy between protection and other sectors at the field level but also across DRC area programs throughout the country.
- Work with the Protection Coordinator, Grants Manager and other Program team members to contribute to project or proposal development, including preparation of narrative and budget reports. For technical aspects of the project design, she/he will coordinate with the Protection Coordinator.
- Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and program reviews and the timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.
- Oversee program support functions relating to the Emergency Protection & Response unit (financial transactions, procurement and administration, HR), coordinating regularly with Support Department units field offices and Juba.
- Link the work and outreach interventions closely to the Safety Advisor/ DRC Access strategy and ensure that the Country/Area Safety Advisers are regularly updated on security situations/issues.
Budgeting, Budget expenditure and Budget Tracking:
- The Protection & Emergency Response manager is the budget holder for Emergency Re-sponse Unit and shall approve financial and procurement transactions within DRC set guidelines and ceilings and Donor contractual agreements.
- Develop and update root costing templates and data bases to feed into relevant donor budget lines
- Compile monthly cash forecasts for the Emergency Protection & Response Unit (EPRU) and track budget expenditures to ensure timely utilization of funds vis aviz work plans, and im-plementation schedules and adjust budget forecasts when needed.
- Preparation of procurement plans for EPRU activities and submit to Procurement in Juba in consultation with the Protection Coordinator and Program Coordinator.
- Track procurement plans on weekly and monthly basis and provide feedback to the pro-curement department for corrections and adjustments.
Human Resources and Administration:
- Overall responsibility for managing the EPRU staff staff including ensuring positive and col-laborative working relationships in line with DRC's Code of Conduct and assessing staff ca-pacity to provide or recommend relevant training or coaching as needed.
- Initiate and take the lead in the recruitment of the unit staff and, in coordination with the Program Coordinator and HR department, ensure that competent personnel are recruited for the program.
- Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Coach and mentor staff-both professionally and competencies. Contribute activity to the evolution of the country office nationalization strategy and policies.
- Ensure staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.
Coordination and Representation:
- Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to protection issues. Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of protection and other emer-gency interventions.
- Develop and maintain effective working relationships with all stakeholders in the area of intervention, including INGOs, UN agencies, UNMISS, IDP and host community leadership structures.
- Contribute to the strategic direction of the DRC Protection sector, in close collaboration with the DRC Protection Coordinator, including, participation in national and cluster level initiating strategy planning as well as field level cluster initiatives.
- Perform other relevant duties assigned by the Protection Coordinator in consultation with Program Coordinator and other relevant sector Coordinators.
About You
To be successful in this role you must have
Mandatory Qualifications and Competencies:
The successful candidate possesses demonstrated protection programming experience in an emergency, particularly those relating to violent conflicts, and is able to work independently. She/he is very familiar with humanitarian principles and practices, has solid background in representing an international organization to external partners, the community and authorities in a sensitive and tactful manner and has exemplary inter personal skills. S/he has strong project management skills and good working knowledge of Camp Management, Shelter and NFI emergency interventions.
The ideal candidate should have the following academic, competency and experience levels;
Under graduate degree in law (graduate would be more preferable), political science, Devel-opment Studies, social work, psychology, or similar area;
- At least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, of which at least 2 years must be in a foreign country. Previous work experience in South Sudan will be considered an asset;
- At least 2 years of experience with on-the-ground protection (or Protection with SGBV) activities in displacement related contexts, coupled with strong management experience and management basic grasp of CCCM, Shelter and NFI Interventions.
- Proven advocacy skills and experience with engagement on protection issues within the hu-manitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps; experience as a field cluster lead will be an advantage;
- Experience in project cycle management, including proposal writing, budget management, and donor reporting. Excellent computer and IT skills. Strong communication and writing skills;
- Fluency in English language- written and spoken.
- Strong team leadership and conflict resolution skills; Cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;
- Consistently approaches work with energy and a positive, constructive attitude;
- Experience working in security-sensitive environments and enforcement of team security pro-tocols is an asset.
Desired qualifications and competencies:
- Knowledge of and application of SPHERE in emergency and post emergency situations
- Very strong computer and IT skills (Excel, Word, PowerPoint, and Outlook)
- Good grasp or experience in application of DRR (Disaster Risk Reduction), Do No Harm, Gender Equality .
- Good understanding of the civil war and Independence struggles as well as post- independence conflict situation in South Sudan.
We offer
Contract of 12 months renewable dependent on both funding and performance
Duty Station: Juba.
