Consultancy to review four ongoing projects in Rural Development, Norwegian People’s Aid, South Sudan.
Norwegian People’s Aid (NPA) has worked in South Sudan since 1986, and is currently supporting partners and running projects in three thematic areas: Emergency Response, Civil Society Development, and Rural Development. NPA South Sudan works with 30 partner organizations, employs around 200 staff, with an annual turnover of approx. 20 million USD.
The NPA South Sudan Country Strategy for 2018-2019 will focus on ensuring programme quality, synergy and cost-efficiency, as well as improving thematic and geographic consolidation of interventions across the three thematic programme areas.
The focus of this consultancy assignment is to review four ongoing projects in order to recommend ways to meet the strategic objectives outlined above.
Four projects for review
i) Community Resources Mapping and Planning (COREMAP); ii) Disaster Risk Reduction (DRR); iii) Conflict Transformation and Livelihood Recovery (CTLR); and iv) Building Resilience of Smallholder Producers and Market Actors (BRSM).
The projects aim to promote and sustain food security and livelihoods, and to improve community-led resilience. Interventions focus on increasing food production, improving access to markets, and enabling the potential in economic interdependence between conflicting groups as a peacebuilding measure. The geographical focus area is former Lakes State, with some activities extending to former Jonglei State (Bor and Twic East) and former Central Equatoria State (Terekeka).
The projects are funded by NORAD, and managed by the NPA Rural Development Programme.
Consultant
We are looking for a senior international consultant with extensive experience in evaluating NORAD-funded projects/programmes related to civil society support and/or the livelihood sector. The review should include a visit to Juba, South Sudan and one-two project locations to be agreed with NPA based on access and security. The selected consultant will be assisted while in South Sudan by one assigned NPA staff member.
Qualifications and experience
Required: Experience in evaluating NORAD-funded projects/programmes; Experience of working with civil society/social movements; Experience in conflict- and gender sensitive programming; Experience in designing and evaluating results-based frameworks, systems and indicators; Knowledge about sustainable livelihoods; Knowledge about income generation and revolving funds
Desired: Knowledge about South Sudan; Knowledge about Disaster Risk Reduction; Ability to read and write Norwegian.
Duration and timeframe
NPA estimates that this assignment will take approx. 25 working days in total, including minimum 10 days in South Sudan. The review should be carried out beween 20 Nov 2017-31 January 2018, and the final report submitted by 31 January 2018.
